Law 5070 is Türkiye's electronic signature law, and it is why a qualified electronic signature carries the legal weight of a wet signature there.
Modelled on the predecessor, not the successor
It follows the original 1999 European directive rather than eIDAS 2.0. The practical consequence is that Turkish qualified signature and European qualified signature are close relatives with separate legal bases, and a signature valid under one is not automatically valid under the other.
Why an identity product cares about a signature law
Because the two get conflated in procurement. Verifying who someone is and producing a legally binding signature on their behalf are different regulated activities with different licences. A product that does the first is not thereby permitted to do the second.
Where Solidus sits
Outside it. Nothing we issue is a qualified electronic signature under Turkish law, and where a workflow needs one the licensed provider supplies it. Composing with that provider is the arrangement; claiming their status is not.

Kanun No. 5070, the Turkish Electronic Signature Law, in force since 2004 and regulated by BTK. It was modelled on the original EU electronic signature directive 1999/93/EC rather than on eIDAS 2.0, which is why its structure resembles the earlier European framework rather than the current one.
