TS 119 461 is the European rulebook for identity proofing: how a trust service establishes that the person in front of it is who they claim to be, before issuing a certificate, a signature or a credential that carries legal consequence.

Why it matters more to us than most standards

Most standards on this list sit next to the product. This one describes it. Identity proofing of trust service subjects is the activity Solidus performs, and 119 461 is the document that says what performing it properly requires: the evidence, the binding to a live person, the attack resistance, the record keeping.

What an assessment against it would involve

A conformity assessment body reviewing the process against the policy requirements, not a self-declaration. That is the same shape as the eIDAS supervisory model: the value comes from someone independent signing, which is precisely why claiming it without one is not a smaller version of holding it.

Where Solidus sits

Unassessed. The pipeline exists and has never been measured against the standard that defines its category, and that gap is worth naming before a buyer names it.

ETSI ESI, version 2.1.1 published February 2025, superseding v1.1.1 from July 2021. Its full title is the useful part: policy and security requirements for trust service components providing identity proofing of trust service subjects. It is the European specification for how you establish who someone is before issuing them anything that carries legal weight.

The specification is published by ETSI and freely downloadable. What Solidus can show is a verification pipeline; what it cannot show is any assessment of that pipeline against 119 461 by a conformity assessment body, because none has been performed.
