MASAK, Mali Suçları Araştırma Kurulu, the Financial Crimes Investigation Board, is Türkiye's financial intelligence unit: the government body that writes the rules for how banks, payment institutions, and (since 2025) crypto-asset service providers must know their customers, watch for suspicious activity, and report it. It sits inside the Ministry of Treasury and Finance and functions the same way a country's FIU functions almost everywhere in the world, the domestic implementation of the global anti-money-laundering standard the Financial Action Task Force (FATF) sets (see AML).

MASAK doesn't just write guidance; it issues binding communiqués ("Tebliğ") with the force of regulation, and it has real enforcement teeth: administrative fines for a customer-due-diligence failure, and separately for a failure to apply enhanced measures once required. Under the 2025 figures (subject to annual revaluation), a single "Müşterini Tanıma", Know Your Customer, violation carries a 453,342 TL fine; a first enhanced-measures violation carries 3,777,903 TL, rising to 7,555,806 TL on a second violation. Operating a licensable financial activity without authorization can carry criminal penalties, not just fines.

What changed in 2025

Three communiqués reshaped who MASAK regulates and how, all in a six-week window:

  • 13 March 2025, SPK (Turkey's Capital Markets Board) communiqués III-35/B.1 and III-35/B.2 set up establishment, licensing, and capital-adequacy rules for Kripto Varlık Hizmet Sağlayıcıları (KVHS), Turkish crypto-asset service providers (see Turkish Crypto-Exchange Licensing).
  • 12 June 2025, MASAK Tebliğ No. 28 added KVHS to the list of obligated parties that may perform remote identity verification, and specified how: a name/surname + birthdate + T.C. Kimlik Numarası (TCKN) match against the national population registry is mandatory (see TCKN), alongside a real-time, recorded video call for any account opened after 13 March 2025.
  • 28 June 2025, MASAK Tebliğ No. 29 layered enhanced due-diligence measures on top, specifically for crypto-asset service providers.

Who actually built this

The Turkish Grand National Assembly created MASAK through Law No. 5549 in 2006. MASAK itself, as a government body under the Ministry of Treasury and Finance, writes the communiqués that turn FATF's global recommendations into binding Turkish rules, no private company, Solidus included, has any hand in that process.

Solidus today

Solidus is not MASAK-regulated and holds no MASAK registration. Solidus Verify's KYC pipeline produces the kind of identity-verification result MASAK's remote-identification rules describe, document check, liveness, face match, but a business that is itself a MASAK-obligated party (a bank, a KVHS) still carries its own MASAK compliance obligation in full, including the parts Solidus does not build: sanctions screening, transaction monitoring, and suspicious-activity reporting (see AML). Nothing here should be read as Solidus holding, or seeking on its own behalf, any status MASAK grants.

MASAK was established under Turkey's Ministry of Treasury and Finance by Law No. 5549 ("Suç Gelirlerinin Aklanmasının Önlenmesi Hakkında Kanun", the Law on Prevention of Laundering Proceeds of Crime, 2006). It is Turkey's Financial Intelligence Unit (FIU), a member of the Egmont Group of FIUs, and implements the Financial Action Task Force's 40 Recommendations domestically through its own binding communiqués ("Tebliğ"). Solidus did not draft this law or any MASAK communiqué, and has no role in how MASAK regulates anyone.

MASAK's communiqués are public on Resmî Gazete, Tebliğ No. 28 (12 June 2025, Official Gazette 32924) and Tebliğ No. 29 (28 June 2025, Official Gazette 32940) are both there to read directly. No Solidus registration exists in any MASAK-supervised registry to point to, because Solidus has not applied for one, the honest state, not an oversight.
