KBS (Kimlik Bildirme Sistemi)

KBS, Kimlik Bildirme Sistemi, "Identity Notification System", is the Turkish government's electronic system for recording who is staying where. Hotels, pansiyons, apart-hotels, campsites, and a handful of other categories of accommodation are legally required to report each guest's identity information to the police (or gendarmerie, outside city police jurisdiction) before or at check-in. It exists to give law enforcement a live picture of who is where, the same underlying purpose foreign-guest registration systems serve in many countries, implemented in Turkey as a specific, named, mandatory electronic filing.

The legal duty is not new or software-specific: it comes from Law No. 1774, the Kimlik Bildirme Kanunu, passed in 1972, long before any electronic system existed. KBS is simply the current digital front end for an obligation that predates it by decades, earlier compliance meant filling out a paper "guest notification form" by hand at the front desk.

Who actually built this

The law is Turkey's, administered by EGM (Emniyet Genel Müdürlüğü, the national police) together with the Jandarma in rural areas. The electronic KBS portal is a state system. On the software side, Turkish hotel property management systems have already done the integration work: Sistemotel, Elektraweb, Protel (reselling Oracle OPERA Cloud), AKINSOFT's WOLVOX Otel, HMS Otel, and several others already read a guest's passport or ID chip at check-in and push the required fields to KBS automatically, in real time. Solidus had no role in writing the law, building the portal, or building any of these existing PMS integrations.

Why it's interesting beyond Turkey

KBS is the cleanest, best-documented instance of a pattern that shows up across many regulated-onboarding contexts: a business is required to record someone's identity data for an authority, while a separate law restricts how long, or in what form. It may retain the underlying document. In Turkey specifically, KVKK (the Personal Data Protection Law, No. 6698) has been read by the data-protection authority as making blanket ID-photocopying excessive, even though the KBS filing obligation itself is mandatory. A hotel has to submit the data but isn't supposed to hoard the passport photocopy that produced it, and the common workaround, photocopying anyway and filing it in a drawer, creates exactly the retention liability the law was trying to avoid.

Solidus today

Nothing here is built. Solidus Verify's general-purpose identity pipeline, document capture, liveness detection, face matching, runs live on Solidus's public testnet and could technically supply the fields a KBS filing needs, but no code connects it to KBS, EGM, or any hotel PMS vendor's compliance module. There is no hotel customer, no PMS-vendor partnership, and no pilot. The idea under discussion, read the ID on-device, file only what KBS requires, keep no photocopy, and hand the guest a reusable credential instead, is a commercial thesis in Solidus's own vertical-strategy documents, not a certified or deployed compliance product.
