TS 119 612 is how Europe answers "is this signer supervised?" without a phone call. Each Member State publishes a signed, machine-readable list of its trust service providers, and the Commission publishes a list of those lists.
The design decision underneath it
Trust is not inferred from the certificate alone. It is looked up. A qualified signature is qualified because the issuer appears on a supervised list at the relevant time, which makes revocation and supervision effective in a way a self-contained certificate chain cannot be.
Why the successor format matters
The EUDI wallet ecosystem needs the same function in JSON, at a different scale and for a wider set of entity types than classical trust service providers. TS 119 602 is that format. Anyone planning European interoperability against the older format alone is planning against the previous generation.
Where Solidus sits
Outside the mechanism entirely, publishing to no list and reading none. Worth stating whenever European interoperability is discussed, because it is the difference between being verifiable and being recognised.

Its successor format, ETSI TS 119 602 published November 2025, defines Lists of Trusted Entities in JSON and XML for the EUDI ecosystem.
