18013-7 is how a mobile driving licence is presented to a website rather than to a police officer. It takes the in-person mDL machinery and makes it work across the internet.
Why the format matters commercially
mDL is the credential format governments are actually issuing. Where a state has deployed one, a verifier that cannot read mdoc is not competing for that traffic, regardless of how good its own credential format is. The relevant question is rarely which format is better designed; it is which one the user already has.
The dependency that sets the order
Online presentation composes on top of the in-person specification: the data model, the selective-disclosure mechanism and the device-retrieval flows come from Part 5. Building Part 7 first is not possible, and a plan that implies otherwise is describing a shortcut that does not exist.
Where Solidus sits
Neither part implemented. The wallet issues and presents in SD-JWT VC and BBS+, not mdoc, which is a coherent choice and a real gap against government-issued credentials.

ISO/IEC JTC 1/SC 17, published as a Technical Specification in 2025. It extends ISO/IEC 18013-5, which covers presenting a mobile driving licence in person over NFC or Bluetooth, to presentation over the internet. The generalised form of the same machinery is the ISO/IEC 23220 series.

Both specifications are purchasable from ISO. The Solidus side is an absence: neither mdoc issuance nor mdoc presentation exists in the wallet or the backend, in either the in-person or the online profile.
