Governance is the set of rules about who may change what, and how disputes are settled. In identity systems it is usually the part that decides whether the technology matters.

Why it outranks the cryptography

Two systems can use identical signatures and behave completely differently, because one admits issuers by an open published process and the other by a private decision. The credential format is interchangeable; the admission rule is the product. Most trust-network failures are governance failures wearing technical clothes.

The three questions worth asking of any network

Who may issue, and who decides? Who may verify, and on what terms? What happens when a participant misbehaves, and who executes the consequence? A system that cannot answer the third has no enforcement, only an intention.

Where Solidus sits

No published framework, and a measured detail that matters: on-chain compute governance reduces to a single flag that staking sets. The powers to admit, remove, anchor and slash are therefore available to anyone who has staked the minimum, with no body in between. That is not a governance model anyone chose; it is what the code does, and naming it is the first step to replacing it.

Not a specification but a category. The Trust over IP model pairs every technical layer with a governance counterpart, and the eIDAS supervisory model is governance expressed as law. Solidus composes with those ideas and has published no governance framework of its own.

The expression is readable at its call site in the state executor, and the staking path that sets the flag is in the same crate. No governance document exists to contradict or confirm the behaviour, which is itself the finding.
